2010 Woman of the Year - Judy Sibley, IUE-CWA 82161

Judith C. Sibley is the employed Office Staff for The Industrial Division of the Communications Workers of America (IUE-CWA), Local 82161 which represents the workers of the General Electric Energy Company in Salem, Virginia. She is a member to IUE-CWA, Local 82167 that represents the workers of the Virginia Transformer Company in Roanoke, Virginia.

Judy started working for labor unions in 1988 with the United Food & Commerical Workers Union, Local 278 in Roanoke, Va. where she worked under the leadership of Gene Moser, Howard George, and Margaret Lacy. From 1993 until 1995 she pursued an Associate Degree in Science from the College of Health Sciences and graduated Phi Theta Kappa. Upon graduation, she worked for the International Brotherhood of Electrical Workers (IBEW), Local 637 for one year under the leadership of David Johnson. In 1999, she was given the opportunity to work with IUE-CWA, Local 82161. Here she worked under the well-respected leadership of Bobby Semones, Roy Rogers, Jim Robertson, Dianne Smith, Cindy Arrington, Mike Cassell and Vickie Hurley, and Sherry Heck, President of IUE-CWA, Local 82167.

In the last 22 years, Judy has worked in providing support to members, retirees, officers, and executive boards in all aspects of the operation of a local union. Her responsibilities are relative to insurance claims, union dues, constitution and bylaw changes, grievances, retirement benefits, elections, contracts, meetings, research of labor law, computer support, minutes, procedures, accounting, preparation of monthly financial statements and monthly newsletters, etc.

Judy is a member to the Western Virginia Chapter of CLUW where she has served as Vice President, President, Delegate to the Virginia AFL-CIO Legislative Conference and Convention, and member at large to the Virginia AFL-CIO Executive Board. She has also served as Delegate to the Western Virginia Federation, formerly known as the Roanoke United Central Labor Council, where she has also served on the Screening Committee and actively participated in local, state, and national election campaigns. Presently she serves as Trustee to the members of IUE-CWA, Local 82167.

She was born, raised and educated in the Roanoke Valley area where she has worked and lived all her life. Judy has been married to her husband Bill for 27 years. She is the daughter of Mr. & Mrs. Roy G. Correll of Roanoke, Virginia.
