Harry was born September 9, 1943 to the late Mary Catherine Diehl Dull and Edward Wilson Dull, Sr. in Staunton, Virginia. He has two sisters, Betty and Nancy, and two brother, Edward Wilson Dull, Jr. and Daniel.

He started working at Amerian Safety Razor Company in 1961. He left American Saftey Razor to sere in the Army, spending time in Vietnam. After his years in the Army he returned to ASR.

In July 1971 he married Joyce and was blessed with two sons, Christopher Alan and Kevin Edward.

Harry began his involvement in the union May 1961. He held his first union postion as shop steward three months later. He was elected as a trustee and then Sargent-at-Arms. While working night shift, he held the office of Night Shift Representative for a long time. After that he was elected Vice President. He serves as President of IUE Local 173 for and a half terms.

Harry was elected to Virginia State AFL-CIO Executive Board in the early '70s and is still serving in the position.

At the present time, Harry is President of the Shenandoah Valley Council Labor Council. He has held this position for over fifteen years.
