1992 Woman of the Year Frances C. Lowe - Retired VIP Director Virginia AFL-CIO

Frances, or Fran as she is better known, traveled extensively through North America and Europe as the wife of Air Force Pilot James A. Lowe, Jr., who was lost in action during the Korean conflict.

She currently resides at Smith Mountain Lake, Moneta, Virginia and has two daughters, both married. Anne Michele Lowe, PhD. is employed at John Hopkins University Research Center in Maryland and Susan Preddy Hall is employed by General Electric in Salem. She has seven grandchildren, and five great grandchildren.

Fran attended the University of Virginia and Natioal Business College and has completed studies from Air University, Alabama; Fort Benjamin Harrison, Indiana and Industrial Lender's Technical Institute, NJ and has taken courses at a number of other schools and universities.

She completed 19 1/2 years with the U.S> Government and was employed by the Natioal Park Service, Blue Ridge Parkway, prior to her appointment with COPE. She serve 18 years with the virginia State AFL-CIO working on the campaigns of COPE endorsed candidates thorughout Virginia.She was also instructor at many workshops and seminars before retiring in Februrary 1985.

From February 1985 to May 1988, Fran was a Field Staff Representative with the AFL-CIO Appalachian Council Job Corp Project.

Fran was a member of OPIEU 334 and AFGE 1739.
